Measure railing opening and cut 2x4 rails to length.
Screw on baluster connectors.
Insert balusters and put on top of 2x4 rail and cap rail.

to be secured to the rail without drilling. This molded plastic connector
simply screws down on to the rail with the provided screws. Can be used
on wood and composite railings.
Railing

Pre-drilled railing connectors (sold separately) make attaching the railings
to posts quick and easy. This highly durable plastic is pre-drilled to ensure
accurate attachement of the railing to the post. Includes screws. Can be
used on wood and composite railings.

We installed these in 2006 with a simple ipe rail, and we love the appearance. The balusters are durable and attractive, and they were the same cost as chunky wooden balusters.
