should these be used to fasten balusters to a plowed shoerail or just to the stair treads? What about using them with false treads?

BEST ANSWER: I did not use a plowed shoe rail. I mounted my ballusters directly into 5/8 thick "Retro Tread". My top rail was plowed so I drilled the tread holes oversized a bit so the ballusters inserted like they had pegs. The result was good and strong and the ballusters don't turn because the plowed rail keeps them in position. See my photo in the review of the fastening kit.

BEST ANSWER: They're 1/4" on the outside edge of the threads.
